In this session, Grant Elam from The Boon Group and Allison Humphreys from Chubb will discuss the landscape and requirements for employers bidding on and executing government contracts.  They will provide an overview of the Davis Bacon Act and Service Contract Act legislation, including recent updates, current trends in the government contracting space, and the importance of remaining compliant with these regulations.  They will also discuss fringe benefit obligations and the unique opportunity for brokers to assist these employers with a solution that can mitigate risk and impact their bottom line.

Grant Elam
Head of Business Development with The Boon Group
Grant has more than 10+ years of experience in insurance, all with Boon. His career with Boon began as the company’s first ever Inside Sales Representative. In this capacity he, quite literally, learned to speak the language of the government contractor as he helped craft benefit solutions to fit their needs. Focusing on both the SCA (Service Contract Act) and Davis Bacon/Prevailing Wage contractors, he currently manages multiple Boon representatives regionally through his global understanding of the government contracting industry.  His role also includes education, promotion, and spearheading new revenue opportunities as Head of Business Development. Grant previously served on the Board of the Austin Association of Health Underwriters (AAHU) and is actively involved with the Professional Services Council (PSC) and various government contracting organizations.

Allison Humphreys
Regional Vice President, Chubb Workplace Benefits
In her current role as Regional Vice President at Chubb Workplace Benefits, Allison Humphreys is accountable for growth in the Northeast region. Allison joined Chubb in 2022 after spending 15 years at another employee benefits company, where she held various roles focused on voluntary employee benefit solutions for large employers.  Drawing on her background in risk management and employee benefits, she helps organizations navigate complex challenges, enhance employee engagement, and create sustainable solutions.
