Summary

The U.S. Army coined the acronym VUCA in the 1990s to describe the post-Cold War operational environment: Volatile, Uncertain, Complex and Ambiguous. Under these conditions the Army developed doctrines and procedures that allowed leaders at all levels to respond effectively.
